Washington, D.C. — Polling conducted for Turn Forward by The Tarrance Group, a Republican polling firm, found that a significant majority of voters from both political parties favors offshore wind development both in the U.S. and off the coast of their own states. Coming at the start of the new Administration, the results mark an important data point for policymakers designing an “all-of-the-above” approach to fostering energy dominance in the U.S.
Over 5,000 voters were surveyed in California, Connecticut, Louisiana, Maine, Maryland, Massachusetts, New York, North Carolina, Oregon, Texas, and Virginia. Pollsters collected the results from January 14-26, 2025 using a mixed-mode methodology of online panel, text-to-web, and live calls to landlines. The margin of error for the results is +/- 1.4%.
Poll respondents indicated that they favored energy sourced from offshore wind projects due to its benefits to the economy, workforce, and U.S. energy independence.
Support for offshore wind bridged party lines, with a particularly high concentration of Republican support in Texas and Virginia (over 50%). 58% of Republican voters support incorporating more renewable energy in general into their state’s energy mix.
When voters were provided with information on offshore wind energy’s economic benefits, support increased significantly, even in traditionally skeptical states. In fact, in 11 out of 12 states, support grew to over 70% of respondents.
In particular, the survey found that states with direct wind energy experience — whether offshore or onshore — register strong support. Massachusetts, Virginia, and Texas all demonstrate high favorability for wind energy, reinforcing the idea that as offshore wind projects expand, public confidence and support continue to grow.

Our policymakers should pay attention to these results and support offshore wind projects that advance the United States’ energy diversity and bolster the nation’s energy security at a time of significant global change.”
Notable findings from the polling results include:
- 64-65% of voters in all 12 states favor offshore wind projects in their own states and in U.S. waters generally
- Support from Republican voters for offshore wind projects varies, but is the highest in Texas and Virginia
- When Republican voters are provided with information on how offshore wind projects support U.S. energy independence, favorability rises. 65% of Republicans cite energy independence as a top priority
- 58% of Republican voters support incorporating more renewable energy in general into their state’s energy mix
- 68% of all voters agree offshore wind makes the U.S. more energy independent
- 76% of voters believe that offshore wind energy provides good-paying jobs that don’t require a four-year degree
